Best AI tools for generating video

Five video-generation tools compared, with real free-tier limits — plus an honest note on OpenAI Sora, one of the category's best-known names, which was fully discontinued in 2026.

Video tools compared

Runway AI, Inc.

Runway

What it does

An AI creative suite for generating and editing video and images from text/image prompts, with in-house models (Gen-4, Gen-4.5) plus tools like Aleph (video-to-video) and Act-Two (performance transfer).

Best use case

Professional and prosumer filmmakers and agencies needing controllable, production-quality generation and editing rather than one-shot novelty clips.

Limitations

Free and Standard tiers cap out below 4K. The 125 free credits are one-time and never refresh. Gen-4.5 burns credits fast — about 25/second.

Free tier (confirmed)

$0 — 125 one-time credits, Gen-4 Turbo plus Gen-4 text-to-image, 3 editor projects, 5GB storage.

Privacy

Trains on user content by default across Free/Standard/Pro/Max tiers with no self-serve opt-out — only Enterprise can negotiate exclusion.

Google DeepMind / Google Labs

Veo / Flow

What it does

Flow is Google's AI filmmaking studio built on the Veo model family — text/image-to-video, scene extension, camera control, and multi-shot composition. Veo is also accessible via the Gemini app, AI Studio, and Vertex AI.

Best use case

Short-form narrative filmmaking and storyboarding for creators, plus programmatic generation for developers via Vertex AI.

Limitations

Consumer clips are short per generation (stitched into sequences). 1080p/4K require paid tiers. Daily and monthly credits don't roll over. Every output carries a SynthID watermark.

Free tier

100 signup credits plus 50 credits/day (non-rolling), covering Veo 3.1 Lite/Fast/Quality — no published cap on total daily videos beyond the credit math (roughly 2-5/day).

Privacy

Per Gemini's Apps Privacy Hub, human reviewers may review a subset of content to improve models; data is disconnected from the account before review and retained up to 3 years. No full model-improvement opt-out exists for the free consumer tier.

Kuaishou Technology

Kling AI

What it does

A generative platform for text-to-video, image-to-video, and image generation with fine controls — camera movement, object insert/removal, lip-sync, and native audio.

Best use case

Fast, iterative short-clip generation for social creators and marketers wanting cinematic motion and camera control.

Limitations

Free videos are capped at 720p with a watermark. Daily credits expire in 24 hours. Audio generation costs roughly 5x more credits than silent clips.

Free tier

66 credits/day (non-rolling), reportedly around 6 five-second videos/day — the exact video-count-per-day is a third-party approximation, not a figure Kling states verbatim.

Privacy

Broad data collection may be combined with third-party data to "improve Services" under legitimate interest; free-tier content may appear in a public community feed. Data is stored in Singapore, with no blanket opt-out described for free users.

HeyGen Technology Inc.

HeyGen

What it does

An AI avatar video platform generating talking-head videos via stock or custom "Digital Twin" avatars, with text-to-speech and video translation/dubbing across 175+ languages.

Best use case

Marketers and creators needing fast, scalable avatar videos, content localization, or personalized sales outreach video.

Limitations

Free tier is capped at 1-minute videos; only Enterprise removes duration caps entirely. Unused credits expire on cancellation.

Free tier (confirmed)

$0, no card required — 3 videos/month, up to 1 minute each, 500+ stock avatars, 1 custom Digital Twin, 30+ languages, watermarked (removal is paid).

Privacy

HeyGen's Privacy Policy states user input — video, image, voice, and face data — is used "to train and enhance" its models by default. Users can opt out by emailing privacy@heygen.com; there's no self-serve toggle.

Synthesia Ltd.

Synthesia

What it does

An AI avatar video generator focused on corporate training and e-learning, converting scripts into presenter-led videos using stock or "Personal Avatar" digital twins.

Best use case

Corporate L&D, compliance/onboarding training, and SOP/product videos at scale without filming.

Limitations

Free ("Basic") tier has no downloads at all. A photorealistic custom avatar is a separate $1,000/year add-on, annual-only. Only Enterprise gets unlimited minutes and personal avatars.

Free tier

$0 ("Basic"), no card required — 1,200 credits/month (roughly 10 minutes of video), 9 stock AI avatars, 1 editor seat, but no export or download.

Privacy

SOC 2 Type II, ISO 42001, and GDPR-compliant per its trust center — but exact default-training/opt-out mechanics couldn't be independently confirmed; verify directly against Synthesia's Privacy Policy before relying on a specific claim.

Discontinued — historical note

OpenAI Sora

OpenAI announced Sora's shutdown on March 24, 2026; the consumer app/site closed April 26, 2026, and the developer API closes September 24, 2026. While it was live, Sora was bundled into ChatGPT Plus ($20/mo, up to 50 videos/month at 480p, watermarked) and Pro ($100+/mo). We're noting its discontinuation here rather than pretending it never existed — mainstream AI video tools have a real shutdown risk, which is itself worth knowing before you build a workflow around any single one.

Official discontinuation notice ↗

Flagged during research, not smoothed over: Runway, Google Veo/Flow, and Kling do not publish exact numeric free-tier video caps — only credit math you have to convert yourself. HeyGen and Synthesia both publish exact free-tier numbers. Runway's claimed "no training opt-out" and Synthesia's exact opt-out mechanics were not independently confirmed against a directly-quoted policy page in this research pass — verify before relying on either claim. This category moves fast: OpenAI Sora, one of the best-known names in this space, was fully discontinued in 2026 (see below).
